When do red ear sliders have babies. and do they have then in water or on a dock?

They don't "have babies" they lay eggs, and if you didn't know that they lay eggs, you have no business breeding them, and I suggest if you have two in the same tank that you separate them immediately until you know more about their reproductive habits.

they mature in about 5 yrs of age the bury it in sand or dirt inder water if u are refering to ur turtle then plz buy sum they will get very protective of there eggs so dont bother her much.feed her as ussal and dont be suprised if she lays 20 eggs and only 10 make it.
